created default rule to build evertying but fortran, kept all rule to build everything, modified README accordingly

added rule to GNUmakefile to force compilation of FDistribution.o before FDfft.o to make sure .mod files are in place when needed

changed reinterpret_cast to memcpy from double to uint64_t to print values of doubles in hex, should decrease compiler warnings and errors, modified README accordingly
